Do we get a part of the karma if we see an animal being slaughtered?

Hare Krishna Prabhu. I once heard that one-sixth reaction of killing a cow goes to the government. Similarly, there are others who get reactions. So, when we see a cow or goat or any other animal being carried away and we know that it is going to be slaughtered, do we also the reaction if (a) we are in a position to save the animal and (b) we are not in a position to save the animal? Please explain.
