Does God create energy out of nothing?

Law of conservation of energy states that energy can neither be created nor be destroyed. It can be transformed from one form to another form. And God transforms his marginal energy into souls. Can god create energy out of nothing ? What is the reference saying that energy can be created by god out of nothing ? Can god destroy energy ?
