Are those who go to Vaikuntha less intelligent than those who go to Goloka?

Prabhuji,if someone by practicing KC reached Baikuntha planet then can we say that he is also in a little ignorance because he is unknown of Krishna as the supreme??
And,Prabhuji,please also tell that what is the difference between those who stay in Baikuntha or Golok Brindavan??
Is there a diffrence of mood of devotees or their inteligence???
