If the temple management organizes kirtan festivals with singers who do not follow high standards of sadhana, should we participate in such festivals?

How can we dedicate more of our wealth and time to serve Krishna when those are needed for our family responsibilities?

yes,
If kirtan is there, they will definately take God’s name with musical ornaments . It is sure that it will be liked by our ears as pleasant song. After that we may repeat or chat that song or bhajan full day or in night or many days. It has the following benefits.
1. chanting of god’s name will be performed.
2. We will escape our mind from bad thoughts
Whether the singer is performing high standard of sadhna or not, we are no body to judge. He is called for Kiran and he is performing his job well, is sufficient for us and he may be paid for that also
Sastra says
avaisnava mukhogirnam putam hari kathamrta
naiva srvananm kartavya yathopachista payam sarpa
That someone who is not qualified as a vaisnava should not be heard from. He may speak Krsna katha or sing Krsna nama, which are both like nectar, but such things are contaminated and will only create a poisonous effect as like drinking milk which is touched by the lips of a snake.
To me that means we should take care to join in kirtana only when the leader is sufficiently qualified. However , if we ourselves are not following to the proper standard , then any kirtana will help us. So it depends on our personal level also.
I have explained the implications of this verse here:
